A QR code carries spare copies of its own data. The more spare copies, the more of the code can be scratched, smudged or covered before a scanner gives up. That spare room is taken from the room your text was going to use, so a higher level makes a denser code for the same text.

Level	Survives	Use it when
L	7% damage	On a screen, or a long link that will not fit otherwise.
M	15% damage	The usual choice. Clean print, normal handling.
Q	25% damage	Stickers, packaging, anything that gets handled.
H	30% damage	Outdoors, or when a logo sits on top of the code.

A code that will not scan is usually too small or too dense, not too little error correction. Print it bigger before you raise the level.
